This is an idea I have for a Doctorless campaign universe. In this universe, The Doctor never went renegade, which means the Counsel has The Master running around doing all their dirty work.
Anyway, the players can choose to be Time Lords, or Companions.

Campaign start for Companions:
In our real-life universe, the Large Hadron Collider was first turned on in 2008, and has been humming along peacefully ever since. But in another universe, the campaign universe, an error of some kind resulted in a temporospacial rift being created. The scientists managed to shut down the system, but the strain on the fabric of time-space was too much. Rifts started appearing all over the world - sometimes depositing things or creatures in our world, but usually sucking people and things out of our world.
Unknown to anyone, the rifts extend through time as well. People have been disappearing from history, sometimes noticed, most often not. In many cases, the missing people weren't meant to disappear from the timestream, which is putting an even worse strain on the universe.
The Companions start out just doing their daily routine, when they see a blinding flash of light that knocks them out. When they come to, they find themselves on a dead planet, with other people who have been somehow transported here.
Note: Players can choose to play a human from any time and any area, or they can play an alien - these rifts go farther than anyone suspects!

Campaign start for Time Lords:
Temporal Patrol Team 1 is the uber-elite team of the Temporal Patrol. Its patrol area includes Earth, which has always been a major fixed point in time, and protecting it is of paramount importance. Unfortunately, this also means TPT-1 gets more than its share of probies assigned to it - Command wants noobs to be trained by the best of the best. Since TPT-1 deals with Earth quite a bit, they have fairly good knowledge of Earth history and popular culture. If anything, they'll be more likely to be caught out by excessive knowledge - like a team member who looks like a Millennial, but knows a lot about tv shows from the 60s and 70s.
TPT-1's sensors pick up multiple anomalies originating from Earth. The team leader tries to notify Command, but gets no response. The team returns to Gallifrey, only to find it time-locked to protect it from the rifts that have spread even this far.
They follow the strongest rift signal, hoping to find the cause. What they find is a group of people (the Companion PCs) stranded on a dead planet which is being torn apart by rifts. They rescue them, but decide that the universe is becoming too unstable to take them all back to their places and times of origin. The rescuees are better off staying with the team - it's not like they don't have enough room in the Tardis!
Note: Players can choose to play an experienced team member, or they can play a probie. Also, TPT-1's Tardis has a fully-functional Chameleon Circuit, so the players better remember where they parked!

The Twist: Remember how I said it was all the Hadron Collider's fault the universe is disintegrating? Well..... turns out the Collider's failure was just a symptom of an already existing rift affecting the system. It only exacerbated the rifts around Earth, but something else caused the rifts to form in the first place. One way the team can find this out is if they go back and keep the Collider from coming online. (This is to make sure the campaign doesn't turn into Evil Humans vs the rest of the universe. Also cos just keeping the Collider from coming online is too easy a solution.) What really caused it? That's what the Team will have to discover before it's too late! (Translation: I don't have a fraggin' clue - anybody got any ideas?)
