The Mr. Copper Foundation.
At the end of ‘Voyage of the Damned,’ the earthonomics expert Mr. Copper was left on Earth with a great deal of wealth and a desire to make the Doctor proud. In ‘The Stolen Earth,’ Harriet Jones, former Prime Minister, was affiliated with a ‘Mr. Copper Foundation.’ Imagine a group funded by a benevolent alien with deep pockets. A group who finds people who are in the know about what is out there and recruits them to help people.
This allows for something of a rotating cast with a variety of character types and does not have the militaristic feel of a Torchwood or UNIT game. Inspirations include the “Blink” episode, the Sarah Jane Adventures series, and Warren Ellis’ Global Frequency.

Children of Jack? Who are they? Where is this organisation named?
Or do you literally mean all of Jack Harkness' decendents?

It could be fun especially as the Foundation's information is likely to be jumbled and incomplete. And UNIT and Torchwood would view them as clumsy amatuers mucking about with things they do not understand.
And they would make good NPCs to run across in a UNIT/Torchwood game. Great idea.

I think a strength of this idea is the flexibility of cast. When I run a game at a game store, this is one of the campaign types I'll use. It allows for a large cast and one of rotating characters. I find game store groups tend to be large, but they come and go. With this campaign idea, I'm finding I can emulate the guest star/special consultant feel I'd want. The trick has been making a pool of pre-gens to have ready for the players. The fun part of that is that a wide variety of characters can be created and I can create them to fit the 'episode' at hand.
