I'm currently using An Unauthorized History of Time and Space (3rd edition) to create a very very loose chronology of my own variant of the Doctor Who universe for use in future games. It won't follow it religiously by any means, it's just an aid to figure out roughly what humanity (and the rest of the universe to a lesser degree), is doing at any one time. One big change I might make from the standard universe is possibly putting more emphasis on parallel universes.
It always struck me as weird how few true parallel universe stories there are in doctor who. Despite the Doctor saying how easy travel between parallel universes was before the time war, it seems his TARDIS isn't designed to go into them. That led me to think of reasons of why Time Lords wouldn't have any interest in exploring parallel universes, even though 'lesser races' might. There's probably a novel somewhere that goes into this sort of thing in great detail but I've yet to find it. I just thought it would be a nice way to make my own setting different from the main universe, possibly allowing me to use more of my GURPS books than I already intend to do. If anyone can give me fan theories about Time Lords and (and us lesser species) and all for hearing them.
My personal theory is that Time Lords have an easier time policing one universe and makes their dominion over time and space much more plausible, and that it's easier to keep other realties out rather than dominate every conceivable reality.

As many of the parallel universes closest to ours would presumably have their own equivalent of the Time Lords, maybe there's an unspoken rule not to intrude on each others' turf too much. After all, the consequences of two supremely powerful races getting upset with each other could lead to a catastrophic interdimensional war - and our Time Lords have enough on their plate keeping the Daleks in check.

In the episode 'Rise of the Cybermen' the TARDIS slips into a parallel Earth and loses all power and the Doctor says something about the TARDIS not working because it's a different universe. Sorry, not able to verify this right now (not at my desk). So if this is accurate the reason may be that it's practically a one-way-trip across dimensional divides, barring dramatic licence.

In "Inferno" the 3rd Doctor is shocked to learned that alternate timelines do in fact exist. However several audios and novels [and arguably the TV story "The Space Museum"] have the younger Doctor encountering other universes which loosely parallel our own, so I have to assume that the 3rd Doctor's 'revelation' was simply a side-effect of having his memory blocked by the Time Lords as part of his exile. But if you are only going by the TV series the majority of Time Lords didn't realize parallel universes existed until "Inferno."
You actually see the sealing of the alternate universes that the 10th Doctor speaks of in "Rise of the Cybermen" in the novel "Sometime Never" which caps off a big arc of novels where the barriers between various universes are breaking down.
On a related note, the Faction Paradox books reveal that all the stable parallel universes were actually deliberately created by some unknown force. They have been seeded with certain core bits of space time which is why variations of same people will show up in radically different universe. Quite why this unknown force considers Sargent Benton, and Micky to be essential elements of some of these universes is not explained. Also (as far as I know) the Faction Paradox books don't reveal who created these parallel universes so you can have fun answering that question.

That's pretty much the impression I have got as well. The Time Lords are an incredibly isolationist people. They rarely leave their homeworld [Having only 2 authorized TARDISes off world at any given time is perfectly normal]. And when the do leave the Inner Time of Gallifrey then still stay within the noosphere that can be observed by the Prime Eye of Harmony [from a few thousand years after the Big Bang to around the time the Earth is finally destroyed]. Effectively they have to stay within sight of the house even when they do go out to play.
The idea of entering another universe where the codified crystallized history of the Matrix no longer applies is probably about as terrifying for them as get dropped off in the middle of the Atlantic ocean in a row boat would be for us.
