Another idea from the headlines.
For the last few weeks, media stories have been circulating about a the supposed discovery of a World War 2 German military train in Poland, near the city of Walbrzych. While details are still disputed, and often contradicted between stories, a railway tunnel that might contain a Nazi train buried near the end of the war.
Stories have also speculated on it being loaded with three hundred tonnes of gold, along with precious stones and other materials.
Some Polish officials have described the site as a "railway tunnel with a multi-level complex of underground corridors from the days of World War 2". It's claimed that the train is buried in part of the tunnel.
The response has been predictable; Walbrzych has seen a huge influx of treasure seekers, explorers, history enthusiasts, and tourists (along with some neo-Nazia) who want to explore the wooded area and the alleged tunnels.
Currently the Polish army is present in force, using metal detectors and ground-penetrating radar and taking samples to check for chemical residue from leaking munitions. They're also keeping people away from the area, given the probably presence of weapons, munitions and booby traps, and clearing some of the trees.
That's when the party arrives....
Questions.
1. Is there really a train?
2. What's on the train?
3. Why are people looking for it?
Answers (and more questions).
1. Maybe. If there isn't a train then what's really behind the story? A trick to attract tourists? Or is it an attempt to divert attention from the real search? Is someone digging somewhere else and using the influx of explorers as a cover? Have any of the new arrivals mysteriously disappeared, perhaps after stumbling on the real operation.
2. Gold! Well probably not and that's kinda boring for a Who game anyway. Maybe paintings or looted artworks. But mysterious alien artefacts are better, perhaps related to their cooperation with the War Lords, anachronistic technical developments, politically embarrassing documents about the attempted coup in 1936, or just stuff found/dug up/dropped from the sky. Vril devices, die Glocke, a prototype flying saucer derived from the 1937 Czernica crash, recovered Silurian devices....
Or, for the true sixties feel, it could be Hitler. Either all of him or just his brain in a jar.
3. Well a mix of gold fever, historical interest and (for the neo-Nazis) ideology. Unless someone knows what's really on the train and are looking to steal/destroy it.
Possible factions.
1. Treasure hunters.
2. Actual historians.
3. Neo-Nazis of the dumb and thuggish type.
4. Time travellers of the tourist persuasion. Out to gawk.
5. The Polish government; it's on their territory.
6. UNIT. Weird stuff is their remit after all. And they may have papers or other material related to the train.
7. The Russian government; they want to obtain certain artefacts they're been looking for for seventy years which will be useful to in the New Cold War.
8. Time travellers of the academic type. Out to watch and document what's happening.
9. The German government; they'd prefer people didn't learn about certain wartime activities.
10. Neo-Nazis of the intelligent and organised type. Who also know something of what's on board.
11. The British government; they'd like to maintain the official story about the Abdication Crisis and not have people learn about a coup attempt that, of course, never happened.
12. Actual Nazis from the redoubts in the Antarctic, Brazilan jungle or Moon.
13. The Israeli government; they also know something about what's on board (perhaps from Jewish slave laborers) and want to obtain/destroy it.
14. Torchwood. They'd like the artefacts (if any) and the material relating to 1936 toblackmail facilitate their relationship with the UK government.
15. Time travellers of the criminal type. Out to steal stuff, valuables or artefacts.
16. The US government; they don't know what's on board but do know that the Soviets Russian are interested.

- Alas such a quantity of gold being present is simply ridiculous. No such amount is missing from the accounting of Nazi depredations.
