That said my plan is to make a time lord ex secret operative for the council whose one last job was to take a group of students, some children, teenagers, young adults and some teachers and keep them safe from the war. after humanising them or making them believe they were he watched over them waiting until they need to be awoken, then one of younger ones wake up playing with trigger device and long story short the operative is forced to travel with younger timelord as well as picking up a few strays here and there

I've thought about something similar, though generally with somewhat older Gallifreyans who'd been stranded on Earth. You could have them living in a house that's actually a construct of the Atrium circuit of the TARDIS, perhaps with a few glitches. Maybe one day one of them finds a key or otherwise enters the main TARDIS and discovers the holders of their bio-data, triggering the reversal of the changes caused by the Chameleon Arch. What next? Another idea. A couple of somewhat older Gallifreyans are living, with some humans (university students?), in a house that's again actually a TARDIS, completely unaware of their heritage. Until one day they discover the truth. What do they do? They may have ties to Earth, and those human house-mates, do they all head off to find what happened to Gallifrey? Does something come for them? Instant PC party but one lacking in experience and a Doctor-like mentor figure.

sounds like a good idea was why I created the secret operative so could the mentor charcter, or deus ex amchina if needed pus he could be used as a possible villain or darker tmelord. the plan is use this scenario when my kids are old enough to play rpg's so the can have my wife or play a parent figure to child timelord and companion
