The more I hear about this Time War, the more I think the Doctor is bluffing.
We've seen so many Daleks in the last four series' that I'm convinced there's bound to be thousands of Time Lords out there all holed up in a place that, for the sake of reference, I'm going to call Kandor (after the miniaturised Kryptonian city)
If tales got out regarding this secret city, probably hidden in the split second before the SN 1054 supernova (which created the Crab Nebula about 7500 years ago), then the enemies of the Time Lords would swoop down and massacre them. And loose lips sink ships.
So there's a secret city, shielded from detection, with a heap of young, unfinished Time Lords itching to get out there in one of the few TARDIS vehicles they have left - their mission, retrieve the tools out there to help rebuild the Eye of Harmony.

I don't think the Doctor is bluffing. I just watched the first two episodes of the 9th Doctor again, and he for sure believes what he's saying. It might be that the Timelords let him believe they were all dead, but not that he's telling a lie.
He'd have no reason to tell Rose (a human) all the history of his life, and the time war if it hadn't really happened.
I'd think that having the Doctor lied to could be an even better storyline.. But I don't think we'll have to wait long for the answers. Dec. 25th should shed some light on things.

Either with or without his knowledge, there's others out there. We're coming down with Daleks here!
He could be bluffing on the "I'd know"..even in his ignorance of other survivors, making himself a loud and noisy target so that legions of enemies don't descend on a hidden refugee colony. Denying their existence so no-one will even think to look.
