Often I wonder what would be the more appropriate choice of rules for a Torchwood campaign - DWAITAS or the Primeval rpg?
I mean, the differences between the rules sets are few, but significant for the tone of the game - e.g. in PRPG you can't reduce damage by a cup of tea and a story point. Also, there are no boffins in PRPG, but that seems to apply also rather well to Torchwood, as Toshiko is seen working more in the vein of Professor Cutter and his team and less in the Doctor's style.

Pull the rules you need from both games. I'm using the Threat rules in DWAiTS for creature encounters and it works fine.
You can easily use the Boffin rules with the Primeval rule set for a Torchwood game.
