Are there any sort of monster alien creation rules anywhere?
I have been building them just like regular characters but I was wondering if there was anything out there?
regular characters usually have more story points than the monsters that are statted up in the books.

No, there aren't any monster creation rules as such. You just create whatever monster you wish to introduce into an adventure. Unlike player characters, you don't have to worry about balancing points out. Just make them as powerful or as weak as you need.
As for Story Points, yes monsters tend to have far fewer than characters - which is how it should be. I think there was another thread around here discussing how many Story Points villains should have and I think this would apply equally to monsters. If you've got any of the supplements (or even just the core rules), use the monsters stats in them as a guide, depending on whether you're designing the main villain/creature, secondary monsters or the footsoldiers.

Aliens and Creatures has a whole chapter on creating aliens (i.e., monsters). I'd forgotten that. But it's really a random creature generator - IMHO it's much better to create them using your own imagination, so they have some sort of internal logic. But it might help for ideas.

I see what you mean, though apart from listing and describing the Alien Traits, it doesn't really give much advice on how to cost aliens in terms of attributes, traits and skills. In fact it says to ignore the points cost unless you want to create them as a player character in order to see how powerful they are. The random creature generator (actually called Sentient Species Generation) is part of that process but can easily be used separately from star/planet generation. It's from page 120 onwards. Although it's a random generator, it might provide a springboard for ideas.

Handling of alien and monster Attribute Modifiers, Traits and the Cost of it is explained on pp. 109/110 in A&C.
As I am using these rules heavily, I am always a bit surprised when I read that the game does not have them. They are as detailed and exhaustive as appropriate for the general feel of the game.
Of course, A&C is a 10th doctor edition supplement.

First-off, about the alien creating thing: for non-sentient beings in general, I would say that you can given them about a third less skill points to balance them out.
Secondly, about Story Points, only give them 2-3 for most creatures and aliens. However, at least for arc villains and major Big Bads, then go with the full amount of Story Points. And remember, just because the Story Points are there doesn't mean you have to spend them. And you can make a sheet for the collective of a group of creatures or aliens, rather than for the individual ones.
