I'm going to be GMing a new story arc in a larger campaign, and am trying to figure out what exactly a Metacrisis of a Time Lord (call him The Victim) and another character would involve. Is the Metacrisis the exchange of energy and intellect, or is the the production of a part Time Lord part other species entity through budding? (For reference: was the creation of Handy/10.5 the Metacrisis, or was Donna getting his level of intelligence the Metacrisis, or both?)
The Metacrisis involves the Victim being killed in such a way that he cannot regenerate, but his body could have released the regeneration energy to else. Any suggestions/ideas are welcome.

TARDIS Wiki says both. Personally I'd say the Meta-crisis was DoctorDonna, since her unsustainable boost was a crisis and Handy... wasn't. Regeneration energy firing off without being properly channelled could cause such an effect, or heal the injuries of others, or draw power-seeking entities, or disrupt local weather patterns, or do all kinds of strange things...

a Time Lord (call him The Victim) Really? He goes around introducing himself as the Victim? When in danger his companions cry out, "Victim!"I was never clear what a metacrisis is supposed to be or why it was such a big deal. That metacrisis occurs when the Doctor's regeneration energy merges with Donna to create the Doctor-Donna. And the Doctor doesn't "resolve the crisis"; he merely suppresses it: Donna is still the Doctor-Donna, only she can't remember. A metacrisis is apparently when the universe can't decide when someone or something is one thing or another. I guess. I found the whole metacrisis plot to be yet another of Davies' clumsy efforts at teasing fans with threats of impending doom for an unspecified character. Other instances are foreknowledge of someone's death actually referring to being forced to leave their life with the Doctor (done twice).

No, he's not actually called "The Victim", it's just that I know that other members of my role-play group look on this forum, and don't want them to know too much.
