I asked the question, but I've got to say upon closer perusal that a LOT of characters get stats. It's very complete. I thought I'd list them all in order of appearance for those who might want to do the exercise absent the preview pdf:

One of the few I can think of is maybe Packer from The Invasion, maybe someone from the Wheel in Space (though I almost fall asleep to think on it), the Security Chief from The War Games..?
Yeah, Packer is the one I was going to suggest, perhaps with a Typical IE Guard.
I would also liked to have seen Robson (from Fury From the Deep), plus Oak and Quill listed independently from the Seaweed Thrall stats - I guess they would be pretty much the same as the Thrall, except I'd give them a bit higher Ingenuity, a couple of levels of Fear Factor and maybe some skills to represent their jobs.
I'm sure that I'll be able to think of a few once I have the book. The list above is kind of confusing to me because it doesn't seem to be going in chronological order by story. However, the Security Chief from the War Games must get an entry. Also the Lady Jennifer but no Carstairs? I think that needs to be rectified...and of course how could they do a writeup on the War Games without including Arturo Vila?
But yeah, War Games aside - which admittedly has a ton of characters, this seems very thorough. Once I do an overview I'll see if there's anyone else I think is missing.
Also I think that Commander Radnor from Seeds of Death could use a mention as could Fewsham.
The stories that seem most under-represented are Wheel in Space and the Krotons. Unfortunately I can't remember the names of anyone on the Wheel either, showing how forgettable those characters are. I also think that merging all the Gonds together in the Krotons was a bit of a cop out.
Really though as far as interesting characters go Radnor and Fewsham, Packer, and those I listed from War Games are the ones I'd think to add. If that's an uneven number then I'd probably pick someone from the Wheel to throw in to round things out.
