The Medusa Cascade Campaign Seed
The Medusa Cascade is a rift in time and space and a nexus point where all other parallel universes and dimensions intersect and as such, offers a unique rationale for Campaigns.
In ‘The Stolen Earth’ The Doctor states that he went to the Medusa Cascade as a ‘young’ 90 year-old.
Imagine an almost infinite number of alternate Doctors across the multiverse at the same point in time…and then each of those lives diverge from that point onwards into their own unique timelines.
Perhaps in another Parallel he is still standing there in his academy robes, starting into its heart, with the adventures yet to begin…
Maybe he absconds prematurely from Gallifrey with other young Time Lords…
The possibility this opens for roleplaying in your own universe is virtually unlimited.
Reloaded, Rebooted
In the same way that the Star Trek movie draws on the shows heritage and classic series, it re-writes the original origins but yet remains canon and gives Carte Blanche to the new timeline it creates.
The beauty of this is that you are not destroying canon, but writing a parallel one in an alternate universe and using existing series knowledge to fashion your own universe.
We Diverge...
The point at which you diverge from established Dr Who history is up to you: after a favourite episode, before one; you can replay an established adventure and change the outcome.
You could even declare that non-canon Who is the 'real' universe: audio adventures, comics etc.
Limitations
If there are an almost infinite number of universes with a society of Time Lords in some, why don’t they all club-up and form a multiversal union?
It sounds good on the surface but the Time Lords are at heart a race of non-interventionists.
It’s certain they know about other realities beyond their own, but if they are pathological Isolationists then meddling with parallel universes will be an even greater anathema to them than meddling with time.
However, the Time Lords of your own universe may differ than those in the Doctors…
If it all gets too complicated you can use:
Absolute Universal Truth
It was revealed that some things in the universe Simply Cannot Be, like a Human-Time Lord Meta-Crisis; such is a Time Lord’s ability to know when something is simply not permitted to exist by the laws of reality.
This can be a powerful and decisive tool of the Gamemaster in rationalizing story elements or specific rules with no other explanation.
Just don't remind Captain Jack that he's the exception to this rule...
