I have a question how this trait works - possibly a language thing for me as a foreigner:
Do I understand the text an p. 17 of the Gamemaster's Guide correctly when I assume that (to give an example) a character who plays in a TL 5 campaign, but is from TL 3, has 2 minor good traits? And if he were from TL 8, he would have three major good traits?

I think you have gotten confused by the description not being as clear as it could be.
If your character was from a TL3 culture it would be a Major Good Trait (costing 2 points) for them to be familiar with any single TL higher than their own.
If your character was from a TL8 culture it would be a Minor Good Trait (costing 1 point) for them to be familiar with any single TL lower than their own.
Each TL above or below their own is bought separately. You don't have to buy all the levels between the one you already have and the one you want, unless you want to!
