The TARDIS materializes in a dim, damp ruin. Moisture drips from rusty pipes and pools on filthy floors. Strange cries echo down darkened corridors. The Doctor and his companions step out and look around. The humans look less than impressed. The Doctor immediately looks worried.
"This isn't right," he mutters.
"Where are we, exactly?" One companion asks.
"Don't know," the Doctor replies.
"But you brought us here," the other companion says. "You must know where 'here' is!"
"Yes, about that. Not exactly. Didn't really know we were coming. Last minute sort of thing," The Doctor holds up his psychic paper. "Got a call." Scrawled on the blank paper are two words, scrawled in an uneven, childlike hand: HELP US.
"So someone here needs help?" the first companion asks.
"At a guess I'd say any number of people here might need help," the Doctor replies. "But this place is wrong!"
"How so?"
"Well for a start," the Doctor points up to where faint blue-green light filters into the room through massive skylights. A school of fish circle lazily just above the glass. "This is a city at the bottom of the ocean!"
"And? Last week you took us to a resort in the event horizon of a black hole."
"Yes," the Doctor tells his companion. "But that was in a highly advanced part of space in the year 154000 A.D. We're back on Earth now, and it's," he checks his watch. "1960!"
"Ah..." his companion nods. "That does seem off."
"And then we have them to consider," the Doctor adds.
"Who?"
"The gang of three or four angry-looking mutants that just snuck in here and cut us off from the TARDIS."
The companions whirl around to see the small group of dirty, bloody individuals closing in on them. Madness glows in all of their eyes and they carry chair legs and lengths of rusty pipe as weapons.
The Doctor grabs his friends' hands and issues what is by now a very familiar command.
"RUN!"

Basically, the TARDIS drops the Doctor and company in Rapture (setting of the first two Bioshock games), an undersea city where genetic manipulation and objectivist philosophy have run amok. What Doctor would you put here and how would he and his crew deal with the situation in Rapture? Discuss.
