Hey guys, new to the game. I was wondering how leveling characters works? I understand there is no hp, so do you just level attributes and such?

There is no 'leveling' in the game. You can improve your skills, attributes and traits in any way that is reasonable in cooperation with the GM over time.

The Primeval RPG, an adaptation of the same system, has an experience system, however. It isn't level-based, instead you buy individual Attributes, Skills, buy Good Traits and remove Bad Traits based on scaling experience costs.

What I like to do is give the player's the Experienced trait for free every time they finish a particular story arc (or lose the inexperienced trait, if they have it). After all, if you've fought off a Dalek invasion or defeated the Master or something you're hardly inexperienced.
