currently my campaign has something rather interesting. An Immortal A person who wants to have nanites - though from the back story it seems that the gas mask issue was solved by the doctor so she looks human but isn't. And a person (namely myself) who wants to be able to use shutter shock.
However I don't know how to write any of these skills up. I don't have to worry about immortal but the other two my be an issue. I was thinking that the nanites would be a gadget card. I might have to treat her as an immortal.

shutter shock is the blast the master uses in the new who. That sudden burst of energy from his hands after he rubs them together. Which allows him to feed on pretty much anything.
By new who I mean from the 10th doctor

By new who I mean from the 10th doctor Interesting - I've never heard it called that before. Anyway, I agree with da professor - this is a Natural Weapon. In my own write-up for the Master from The End of Time, I made it a Major trait causing 5(2/5/7) damage per blast. As for the nanites, it depends what you want them to be able to do. If they repair their host's injuries, then use Fast Healing - though note that even the Special version doesn't repair all damage instantaneously, as we saw in The Doctor Dances - I think that would unbalance the game too much if a PC had that. Edited to add: If you did want the nanites to have the ability to instantly repair all of their host's damage, the best way of simulating this would be by using the Immunity trait (so in effect the host doesn't take the damage in the first place). You'd need a limitation on this. Maybe if the damage is sufficient to kill the person outright (e.g. a Lethal result), then they won't be brought back to life.

Sounds like you're running a high-powered game. At the risk of sounding a bit forward, I would caution you on these characters.
Immortal characters can be problematic in any game. Though, with the right kind of player, it might not be an issue.
I'm not sure what the character with the nanites would be using them for. If it's for healing, I would either give her the Fast Healing trait, or a gadget with Fast Healing attached to it.
Now, the shutter shock character (which is a term I haven't heard before, but I'll roll with it). Giving a character weapons of that magnitude in Doctor Who sounds a little risky (see the section in the core book titled "Guns are Bad"). But, if your players and GM are up to it then I would do what da professor and misterharry suggest and go for Natural Weapon. Though, I would try and give the character a weakness to help balance out the Shutter Shock. The same for the immortal and the nanite.

The nanites are mostly used for character B because she got thrown into the beginning of time prior to Mother of Mine being shoved there. After the Doctor drops Mother of Mine off he noticed character B who is a mechanic and according to her back story she can also repair a TARDIS. So they're friends and he bring her to Dec. 21 2013 DR (it looks like Dec. 21 2013 AC but isn't) The doctor explains to her very quickly that he makes a mistake later on and that he needs more help to stop it. In fact he needs a team. After this point the nanites becomes less useful to me as far as story goes. I just needed a reason for her to be able to survive being out in the beginning of time like that.
B. Backstory - Fell in love with a fixed point in time male. The male realized that he was a fixed point and managed to get more information. Due to this he tricked B into falling in love with him and escaped his fate at the expenses of another alien race. Due to this Time Agents prosecuted the female and tossed her into the beginning of time out of rage and annoyance as they had to pick things back up. Though they never actually fixed anything...(So basically I might have the ninites deactivate or are a little flaky so she gets fast healing as opposed to immunity. Thanks for the suggestion. It'll be a gadget so it can be hackable, or even taken out of her system, maybe even broken if the conditions are correct)
A - the immortal. Buried under torchwood this fixed point in time doesn't know her fate is to be part of the Doctor's Team in the distant future. Ionto and Owen accidentally wake her up by opening up a time capsule. On her way to work the fallowing day with pizza she notices that the Torchwood Team is in fact gone. (This person wants to end up with Jack and is the daughter of Gwen and Rhys though as the DM I'm throwing a secret monkey wrench into all of this to test her love over Jack and her own immortality. Either way I expect tissues and someone to send me hate text messages for a bit only to hug me later and tell me it was awesome and pull of Moffet as they say)
C. myself. I'm the GM and my character is basically there in case someone needs a hint or to provide the Dues Ex Machinima aspect.I want the story to be stupidly difficult but I don't want it to end either. The backstory here is that the Master (from the 4th doctor woot classic who) stole someone. She treated the man like a father figure and was basically his slave through all the yelling and cursing of the doctor. She eventually gains stockholmes syndrome. At one point the master actually kills her but the Huon energy in his Tardis keeps her from dying and the two become a link by mistake. This grants her Shutter Shock, and a certain light pounding in her head of four beats. It's very very faint and typically she never notices it. That is until the master decides to commit suicide and refuses to return. Her objective for all the years he's been at work was to become a UNIT member and insure his safety and made sure he was never detected by them. After he died her new objective is to bring him back.
Players A and B are informed not to let the doctor kill anyone later. By anyone he means C. Because he needs another true time lord to help him and their team at the very end of the story. It's a very convoluted story that's rather long.
Another thing I need written up are the family of blood, weeping angels, (I know they are shapeshifters of a sort. Their history is that they take on aspects of the race the destroy. I think I saw it in the 10th doctors version of time and space but sadly I only own the 11th's so I'm a bit out of luck on what they were called and what their stats were. I need them to take the shape of gargoyals and minitours.)
I'll have to check out your master write up sounds pretty neat. Thanks for the suggestions and everything for the other characters it helps a lot.

I need them to take the shape of gargoyals and minitours.) The shape shifters who take on aspects of races they conquer are called the krillitane. One of the things about the Krillitane's ability to take on aspects of other species is that you don't need the official stats for them - they could have evolved to be completely unlike what we saw on TV. I think the Doctor said that the previous time he met them, they didn't have wings. So you can write them up how you want.

Aizia - I must say I love your campaign, and what I've read, so far, about your characters and their backstories. You game sounds like the kind I love to run. Lots of opportunities for a GM to throw in all kinds of ideas on any level.
I'd love to hear more of what happens in your game. And help out anywhere I can.

If you'd like I can post up the basic plots for the campiegn I'm writing it all on paper as we speak. I'm having trouble with the ending plot though I have the general gist of it planed out.

I'm back sorry if this is necroing but I will be updating things. I'll start monday. Super excited about this.
She no longer has fast healing the nanites are a bit wonky so she has it as minor fast healing ability.
The immortal isn't immortal. We've changed up her backstory a bit. Daughter of Qwen from torchwood. She was born with an illness that had no cure at the time. So she went into cryo until a cure is found. She now is dependent on medication. Which gives her a minor bad trait as she can last without it until I want to cause some havoc with her dependency.
