Another interesting twist you could have - although it is too early in their history for the technology yet - is specific regeneration.

Later on, they develop the ability to choose the traits of their next regeneration (usually it is chosen for them) - this is specific to the war in heaven alternate history of The Enemy however - where each regeneration becomes immune to whatever killed them in their previous life, and they end up being basically organic killing machines in the end.

However - they could have a secret trait or memory implanted when they regenerate which could give them clues as to their mission.

So - Torchwood 4 disappears and in order to survive and pay their way, turns to stealing objects destined to be destroyed anyway and selling them on the inter-time-and-dimensional black market.
