an idea i have been toying with the players meet the Master and end up traveling with him they pc's don't know that he is a bad guy he is telling them that the doctor is the bad guy but he is lying to them
an another idea is set this in another reality were the master is good and the doctor is evil Please let me know what you think

That could work. Would the Master be doing good deeds to deceive the players? Why would the Master travel with the PCs? Make them try and kill the Doctor? Would the players know it is the Master?
Personally I would rather play an evil campaign as one of the Master's companions.

One of the key things you need to think about is why the Master would go to the bother of doing this. Why would he cramp his activities by having a bunch of do-gooders hanging around? It must be part of some grandiose scheme of his. Perhaps they have particular knowledge or skills that he needs? Or maybe there's something in their genetic make-up? Perhaps the Master has planted something in each of the PC's biodata that will enable him to fulfil his greater plan at the right time - a genetic key perhaps? Thinking along these lines, you could base the series theme around this, with the characters getting clues along the way, allowing them to figure things out hopefully before it's too late, with the climax of his scheme coming together in the series finale.

Going with the "Master good, Doctor evil" idea, you could take a twist on that.
There's a series of "Professor Moriarity" novels (I believe the author is Michael Kurland). In them, Moriarty breaks the law, and is working for his own purposes, but he's also not a psychopath or a madman, and he has no wish to do evil for evil's sake. In fact, he ends up on the side of good (reluctantly, in some instances) more often than not.
But what's really interesting is that in the first book, he ends up with his own "Dr. Watson", a writer who ends up owing Moriarty a favor, has to work it off, and ends up becoming a part-time companion and chonicler of Moriarty's deeds.
Your Master could be, yes, out for himself, and, yes, contemptuous of the rules and especially of Time Lord law, but yet have his hearts usually in more or less the right place. It's just that his solution to something he sees as wrong will be very different (certainly more pragmatic, likely a lot more ruthless) than what the Doctor would come up with, and the Master will have no qualms about changing history to make it "better", etc.
In that light, it would certainly fit for him to have companions just as the Doctor does.

I like the idea of using the Master but off course that is only good if the players haven't met the doctor and he is deceiving them to do evil instead off good.

One of the old Virgin novels, The Dark Path by David McIntee, had an earlier version of the Master (Koschei) who was portrayed as a more ruthless interventionist Time Lord but not *that* far from the Doctor. He also wrote another novel, The Face of the Enemy, where UNIT recruit the Master (along with Ian and Barbara( to assist them while the Doctor3 and Jo Grant are on Peladon (and implies that the Time Lords sent them there to enable the Master to "resolve" the situation on Earth).

I have a campaign I'm quietly working on which will spend its whole first season with the players trapped inside the Master's TARDIS. It MIGHT spend the whole second Season with them working as agents for the Master. Of course the TARDIS will be Lolita, and the Master will be the War King of Gallifrey VIII and the setting will be the Last Great Time War in Heaven.

I like the idea of a party of good PCs being 'forced' to cooperate with The Master to combat some greater evil. I think that a mini-campaign built around that premise could be pretty interesting. Perhaps the PCs have previously travelled with The Doctor. Perhaps The Doctor has been captured by The-Very-Big-Bad and needs to be rescued. The PCs only chance to save him is to team up with The Master. The Master recognizes that The-Very-Big-Bad is a bit too evil even for him (plans to destroy the universe or some such) and so reluctantly agrees to help. The PCs would have to constantly watch out for The Master, who would always be looking for ways to double-cross them and turn things to his own advantage. How about... The Black Guardian is after The Key to Time again and this time enlists The Master to find the pieces for him. He captures and imprisons The Doctor in a pocket universe to keep him out of the way. The Master a) doesn't trust The Black Guardian b) would like The Key to Time for himself c) doesn't want anyone else 'taking out' his nemesis The Doctor. I really like the Holmes-Moriarty relationship that he has with the 3rd Doctor. Alternatively, I might be tempted to design my own Master regeneration. Perhaps something a bit more subtle, not so obviously eeevil, certainly nothing like the scenery-chewing psycho portrayed by John Simm.

I had it set up in my game that there were two mysterious children in the background of the campaign. They were a boy and a girl - boy about 12, girl about 14. They were of course Time Lord children, sequestered on Earth to escape the Time War. More than that though, they were particular Time Lords who had had themselves reborn in order to escape unnoticed. The boy was already becoming quite the spider in the web behind various criminal and political schemes. A sort of young Moriarty crossed with a politician of your choice. The girl was a scientitific prodigy pushing the frontiers of biology and genetics. Her name was known, but no-one knew that she was actually a young girl.
You can probably guess which Time Lords they were: The Master and the Rani. They worked together but did not like each other much. They were both child versions of the adult characters, so sort of toned down. The girl was very analytical and slightly troubled and emotionally walled off. The boy was at the pulling the legs of spiders stage, playing schemes but not quite (but nearly) murderous.
The game was one with the Doctor as an offscreen NPC.

One thing no-one else has mentioned yet -- if the players know anything about Doctor Who, they'll know they're being lied to, even if the PC's don't. They might play along, but it wouldn't really be a surprise twist when the truth is revealed. Unless you really do make the Master good and the Doctor evil, or have the Master refer to the Doctor by some other name, so they don't realize who it is they're really up against. Alternatively, I might be tempted to design my own Master regeneration. Perhaps something a bit more subtle, not so obviously eeevil, certainly nothing like the scenery-chewing psycho portrayed by John Simm. After seeing Richard E. Grant ham it up in Hudson Hawk and The Match, I think he would've made a better scenery-chewing psycho than John Simm, especially in "The End of Time." John Simm was great as an ordinary bloke in State of Play, but as the Master he comes across more as "egotistical jerk" than "immortal evil mastermind". (The bleach-blond hair and hoodie didn't help. He also looked too young to be Prime Minister, William Pitt notwithstanding.) Wyvern

I really like the idea of a Master who is primarily a subtle manipulator. Manipulation has always sort of been his shtick (hence the monicker presumably). He often does the behind-the-scenes puppeteer thing and, in classic Who, he was able to hypnotically dominate the minds of others.
So what about a Master who is charismatic, charming, witty and attractive. He is still entirely self-serving but much less obviously the mwah ha ha panto villain type.
What especially interests me is the possibility of some sort of triangular relationship between The Doctor, The Master and The Doctor's companion. I'm imagining a female companion with a backstory similar to Ace - a troubled young woman whom The Doctor is trying to 'redeem'. She's very angry at the world and has the potential to easily slip into the dark side. The Master is tall, dark and handsome and he's only too willing to lead her away from the path of good. It greatly amuses him to bring about the corruption of The Doctor's latest protégé.
So her ongoing character arc might be The Master and The Doctor waging a figurative battle over her soul.

As well as the usual monster-of-the-week stuff The Doctor has the ongoing problem of his NPC companion becoming more and more interested in spending time with The Master. There would have to be a hook - let's say that Eve (the new companion) lost her dad when she was little. So, rather like Rose, she imagines being able to go back in time and save his life. The Doctor refuses to let her cross her own timeline but The Master hints that he might be able to help. The Doctor, in fact, lies to her and tells her that it is impossible for her to cross her own timeline - The Master reveals to her that this is not the case. So you could maybe have a PC companion with the trait Obsession (major, save father's life). I have to say that Anakin Skywalker is a definite inspiration here The Master (to Eve): The Doctor, always so ready and willing to help those less fortunate, and yet it seems that the one person he will not help is the one closest to him. How ironic! And why does he refuse to help? Because he is afraid, afraid of breaking some foolish Time Lord rule. I, on the other hand, have no such qualms... (he offers his hand to the girl) Take my hand Eve and together we will make all of time and space bend to our will!
