Partial Gallifreyans: How to stat?

I was wondering, what effects would a partially Gallifreyan heritage have on a person? River Song isn't at all Gallifreyan - she's a human Time Lady, just as the Doctor is a Gallifreyan Time Lord - but a variety of characters could be said to be, for lack of a better term, cross-breeds.

Examples:

• Alex Campbell (Son of Susan Foreman [Gallifreyan] and David Campbell [Human])
  
• Jenny (Produced by a cloning device, at least partially human)
  

Specifically, I'd like to come up with a rule for statting 1/2 and 1/4 Gallifreyans, perhaps in the manner of the race blocks in the back of Aliens & Creatures.

I would think that a bonus to Ingenuity and Resolve, along with some trait package, would do it. Lower amounts of Gallifreyan blood, lower benefits.

Another thing you want to keep in mind is that there's a difference between Time Lords and regular Gallifreyans.

Gallifreyan is a species. Time Lord is a biodata augmentation that is done to someone. During the classic era there were only about 1000 Time Lords at any given time.

So variations include...
All Gallifreyan [ie Castallan Spandrell]
All Gallifreyan - All Time Lord [ie Borusa]
half human - half Gallifreyan
All Human - All Time Lord [ie Ace in Death Comes to Time]
Half Human - Half Gallifreyn - All Time Lord [ie the Doctor]
All Mutant Skarosian - All Time Lord [Time War era Daleks]
Etc...

GALLIFREYAN TRAITS
Automatic killing lessons
Brains they can re-program themselves [lots of temporary traits from this one]
Can alter their metabolism in almost any way [even so that it appears human to scanners]
Can control their hair growth.
170 different spectrum options for the eyes
Enhanced smell
Flash blindness resistance
Type-less blood that can be transfused to anyone
Blood that can teach human blood how to fight off infection.
Only need ¼ as much oxygen
Psychic and Telepathic
Able to donate Artron Energy
Freezing them solid only paralyzes.
Can go days without water and weeks without food
Radiation resistance
Can seal body so they can remain conscious in a vacuum for 6 minutes. And alive for 20
Sleep trance that mean they only need about 1 hour of sleep a night
Resistance to Alcohol
Able to use Detox on some poisons.
Vulnerable to ginger pop [makes them drunk]
Vulnerable to Aspirin
Vulnerability to magnetic fields
Possibly a Bypass respiratory system can hold breath for 20 minutes [or hours in trance]
Possibly two hearts.
Possibly sterility
Possibly no sex drive
Possibly vulnerability to moist environments

TIME LORD TRAITS
Symbiotic Nuclei (the Vortex Trait)
They grow a Time Brain that gives them 22 temporal senses (Feel turn of Universe)
Phobia of paradoxes
Programmed duty to the Laws of Time
Can alter their sense of time – giving them super reflexes.
Possibly ownership of a TARDIS
Possibly Vortex Walking [Teleport/ 8 pt Vortex power]
Possibly perfect timing
Possibly Precognition
Possibly Deep Time Memory [can remember original history even when its been altered]


UNDECIDED - Regeneration
Some sources explicitly state that Regeneration is a Time Lord only trait. Other, equally valid, sources state that all Gallifreyans Regenerate. Take your pick.
The Regeneration trait also carries…
Extended lifespan [~600 years per body]
Immunity/ Resistance from many poisons, diseases, and viruses.
Rapid Healing trance [bullet wounds heals in 1 day, broken leg in 4, new organ 1 month]
