I know Black Tree Design has all the Harlequin classic Doctor Who minis, until their stocks run out...and Crooked Dice and Heresy do unofficial new series minis but I always wondered....Can Cubicle 7 sub contract a company to make official Doctor Who miniatures....or does the BBC say "no chance unless you pay £££££"?

I imagine they'd have to pay the BBC for a licence to produce official miniatures. I'd be very surprised if Cubicle 7's licence includes miniatures - for one thing, the Beeb would probably view minis as toy figures, so they'd need a toys licence.

Character Options made the Micro Universe line, an attempt to do a HeroClix style blind box game with a range of prepainted miniatures roughly in scale with general 28mm minis, but that lasted for less than a year.
(More recently, Doctor Who Adventures has given away unpainted mini-scale New Paradigm Daleks, Cybermen and Sontarans... and the NP Daleks are also available as slightly-too-big prepainted minis as pencil toppers.)

Yeah. I have all the Micro Universe line. It's a shame they didn't carry on with them.
I have a load of New Paradigm Daleks from the Doctor Who Adventures comic. The Cybermen and Sontarans were very poor even though they were designed as toys for kids and not gaming miniatures.
I'm kicking myself something rotten that I can't get my mitts on some of the Harlequin minis now as they're no longer produced. (The UNIT Landrover set, Azal the Daemon, Sgt Benton, Capt. Mike Yates).
New style Sontarans (blue armoured) will sell well (looking forward to hopefully seeing CD do the heads to convert Hasslefree Grymn), Hath, Judoon, The Cat Nurses, The Face of Boe, the new Davros design and Dalek Supreme, the list can goe on and on.

Most of the Harlequin miniatures are still available from Black Tree Design, but they're only selling off what stock they have left and they've recently said that a lot of the models are running low. I'm pretty sure the UNIT landrover set is no longer available, but I think all the others you mention are (at the moment anyway).
