Since kammerice just posted an idea, I thought I'd chip in.
I talked about the Christmas Special format in general here and put down some more adventure hooks here and here but never mind.
1: Christmas with family, which segues into something else.

Catching up with people, having domestic issues, a last-minute run for presents, trying to figure out something meaningful to give to someone... and monsters.
2: Playing with the traditions of Christmas.
Killer Santas and trees, Dickens's A Christmas Carol, the Nativity - a plot about the mythology and trappings of the season.
3: A Ghost Story For Christmas
Since this is Doctor Who, something a bit creepy for chilly winter nights is just as appropriate as tinsel and baubles.
4: Something else entirely that happens to be set at Christmas.
Steven Moffat described this year's Christmas Special as like a compliation of movie ever. "So, like Die Hard and The Great Escape, then?" an RPGnet wag commented...
Taking the holiday as a chance to get away from regular cares with a bit of escapism which doesn't really have anything to do with the period.
5: A Classic All-Round Christmas Special
What he actually meant, according to his interview in the Christmas issue of Radio Times, was the following:
1: Santa Claus Is Real.
2: There Should Be Flying.
3: Snow!
4: The Greatest Christmas Story Is A Christmas Carol.
Make of that what you will, but is suggests in a fortnight we'll be seeing something festive, storybooky and Dickensian.
