I've been thinking about things people have said about Time Lord pcs not necessarily overpowering non Time lords. The trick, is apparently in being a relatively inexperienced Time Lord. Between this, and a desire to run an adventure with the sample characters [musician, doctor, scientist, reporter] I'm pondering an idea.
The game opens with a random group of people [musician, student, reporter, doctor, scientist] and an older man at a streetside restaurant or some other locale.
The older man is suddenly mugged/robbed/gunned down by figures in black motorcycle leathers and helmets. They mortally wound the man and steal something from him.
Hijinks ensue. The players interfere. Presumably one goes after the killers and while failing to stop them may accomplish two things 1) get back some of the stolen property and 2) realize the bikers are not human
The old man lies dying. Presumably the other players give him back his property-say, a pocketwatch. It opens and he begins to glow...
The Time Lord regenerates, but due to complications with the Chameleon Arch, he doesn't have all of his memories. For one, he doesn't remember where he left his TARDIS. For another, he doesn't know who/why he was just murdered...

The characters would be a bunch of average 21st Century earthlings and a Time Lord with gaps in his memory and a missing TARDIS.
The initial problem is dealing with the Slabs who murdered the Time Lord and discovering who they work for and why he was killed.
The bigger mystery is why the Time Lord was in human form and what has become of his TARDIS.
Perhaps the Time Lord and the companions end up working with UNIT or Torchwood or an American group like Project Blue Box.
