I'm going to be starting a game centering on a UNIT CRASH Team. One of the players is planning on playing a Judoon. Presumably, he will be a liaison officer from the Shadow Proclamation, though I suppose he could simply be a Judoon trooper stranded on earth.
Any suggestions on handling the character? Plot ideas for the character?

I'd be tempted to address the "you look like a rhino" thing at some point. Possibly by having an adventure set around a zoo.
Somewhat less jokily, having a Judoon around will attract the attention of fugitives from the Shadow Proclamation and other employers of theirs, varying from world-threatening monsters to intergalactic tax dodgers.

A mission in a zoo or wildlife refuge is a fun idea. I expect that the Judoon will use a Shimmer or some other device to pass for human when operating in cities

Depending on the Judoon's background, how about a scenario featuring somebody out for revenge - an intergalactic criminal the Judoon put away when he was a police officer, for example?

I can't picture Judoon as being particularly intelligent or subtle though - so if they disguise themselves, they really should still be strong and dumb as they've been consistently portrayed as so far in the series. Possibly similar to the Mandalores in Fifth Element

Possibly similar to the Mandalores in Fifth Element True enough. I was expecting a Rexacoricalfalipatorian liaison officer myself, but instead I got a Judoon.

Judoon sounds great fun. They've certainly gone down well in my game as NPCs. I also think the Judoon have one of the most fun "alien languages" I've ever seen on TV.

In Prisoner Of The Judoon Judoon Captain Tybo operates rather less covertly than Sarah Jane and the gang would like. It might not be entirely practical to have an undisguised Judoon clumping around every adventure... but it would be fun. (And he could always disguise himself as a charity marathon runner! I imagine that's what Pertwee-era Judoon would look like. ;D )

When playing a Judoon I think Judge Dredd. The Law is the Law! eg. in Smith and Jones they cannot go down to the Earth hospital, nothing says they cannot bring the hospital to them. I think a shimmer would work. But love the fun-runner idea, maybe they constantly wear a marathon runner number on their chest  They would certainly be a fun race to play, although I would probably try and take their gun off them.

The Judoon will not be carrying a Judoon blaster. He will have to use standard UNIT firearms. He will be allowed to use the Judoon scanner/translator and is paying the story point cost for that. Plus, I have a toy prop of that gadget. :-)
There is some question about whether he will use a Shimmer. Most of the players think he should.
If not using a Shimmer, he plans on keeping his helmet on and acting as though he is kitted out for special duty-like SWAT.
Do you think he should use a gadget to disguise himself?

Do you think he should use a gadget to disguise himself? Could be fun if it's a bit buggy and prone to shorting out at inconvenient times. "What happenned to that unusually large soldier and where did that two legged rhino come from?" Might be worth an occassional story point to a player who uses the fault entertainingly.

I would give him the shimmer as even though he is a Judoon.If your on earth most of the time you don't want the fact one character is a Judoon to interfere too much.
Edit:However I'd be inclined to address it at some point otherwise there seems little point to being a Judoon.
