We haven't had one of these in a while so here we go:
The Doctor opens the TARDIS doors onto a darkened city street. Looks to be perhaps the 40's or 50's, difficult to tell. People go about their normal lives, just like you would expect. Then the clock chimes midnight. And the city stops. As one, every man woman and child in view falls into a deep and unbreakable sleep. A hum of psychic energy fills the silent air, the kind of thing only a Time Lord could sense. The Doctor's face breaks into a smile.
"This one's going to be interesting."
For myself, I'd put Eleven in this one, with Amy and Rory in tow. So much of their first season together had to do with lost and reshaped memories, it seems only natural. Then again, it would also be fun to see Nine throw down against the Strangers.

That... Is a truly excellent idea! In an ideal world, you'd want to discretely check that your players hadn't seen the film. I agree with your choice of Eleven, but it's also one of those rare storylines which would suit Seven perfectly.
How would you weave the Doctor into the story? Would you still have the John role? You could actually do without him as a protagonist with the Doctor present. You'd want to keep Dr. Shaeffer, though. And with the PCs not being natives, it gives you a good reason for them not to be affected by the Sleep time.

I'd have one of the companions set up for the murder. The other companion would be "lost" to some other life and need to be re-united.

the strangers could the secret of regeneration to extend there own lives kind of like modren the undead

Dark City is an excellent film and would make a great adventure.
You could even put your own twist on it with Doctor Who aliens, even the Daleks. And I would second the suggestion for a companion being set up for the murder. Start the adventure like the film with the group already in the middle of the story with their memories just returning.
