So im into my third season now and need a group who could act like the timelords and intervene at points so why not bring back the CIA! Making it a new organization.
Back long before there was a time war there was the CIA, Celestial Intervention Agency. The CIA was a secret group of renegade timelords that sought to bring justice to the galaxy. Now with Gallifrey and the Timelords gone the CIA was to be thought of as only a fading memory. Until one lucky timelord who escaped the ravages of the time war had located the home base of the original CIA within a rip and tear into the fabric of the Medusa cascade. There all their files, inventions, and Tardises where still intact, that's when he stole away in one and went on a search to find more people to repopulate the agency. The agency now consists of many hundreds of agents and a council of six highly intelligent and wise members to delegate tasks to agents in the field.
Memorable Members The Keeper- head of the CIA Albert Einstein Human Scientist Eldor Caziel Draconian Female Oakandeel elder from the forest of Cheem Mingel- a Groske Raventy of the Balhoon

Interesting idea - I like it. A possible plot-twist for you - in the classic series, the CIA was a sort of black ops organisation within the Time Lord hierarchy and they would have been just to sort of group to have planned their survival of the Time War. What if the real CIA are out there somewhere, in hiding but ready to return... and they want their HQ, their weapons & equipment, and their name back! Just a thought.

The Keeper NPC Head of the CIA
The Keeper or Rolandolavorio as he was known before the Time War was a selfish and greedy Gallifreyian. He originally left Gallifrey to take and seize what he wanted from other cultures in the galaxy, even plotting with the Master on occasion when it suited his own glory and wealth. Until when the days came of the great Time War. Rolando (what he was called by acquaintances) felt it was necessary to fight along his brothers against the Daleks and then things turned for the worse and he watched as all of his family and friends where destroyed in the battle. Rolando fled from the battle and hid away in the farthest reaches of the galaxy. The war had changed him, and he now felt a sense of duty to the galaxy. He changed his name to the Keeper and set off on a quest around the known galaxy trying to find his place again... until he found the rip in the Medusa Cascade, and the CIA headquarters.

My Time Inquisitors idea is a carryover from the old CIA idea from classic Who, but their roots go back to Ancient Gallifrey in secrecy.

Thanks - saves me writing that up Theoretically other Celestis could have survived - they were last seen being eaten by an Ur-Creature in their own pocket conceptual universe that had be disconnected from the real universe and was floating away. In Who - even if you see the body - doesn't mean they are actually dead (at least not forever).

Thanks for the info, I think in my campaign I might just stick with the TV stuff, and some of the old Fasa stuff as well. Already put them into effect and they will play a big part in the climax of the story arc.
