Omega is one of the legendary founders of Time Lord society. He was the solar engineer who worked with Rassilon and the Other to develop time travel. Omega’s major contribution was the creation of a power source sufficient for the huge demands that time travel would have. To this end, Omega detonated a star to create the black hole that would power the Eye of Harmony. But something went wrong. Various texts talk of sabotage, whether by Omega’s political rival Rassilon, or by agents of the Black Sun, Gallifrey’s enemies in a future Time War, or by some other unknown hand. Whatever the case, Omega’s ship was dragged into the black hole being formed and Omega was lost, presumed dead.
Millennia passed, during which time Omega was idolised as a fallen hero of the Time Lords. However, Omega survived inside the black hole, in a universe of anti-matter. Omega found that he could use the power of the singularity at the centre of this universe to mentally manipulate anti-matter. He used this to create a world for himself. But as the aeons passed, the loneliness of Omega’s isolation drove him insane. He became embittered at his fate and at being abandoned by the Time Lords. But Omega found that in order to leave his anti-matter world, he would have to relinquish control of the singularity, and without control he would not have the power to leave. So Omega sought for a means to escape from the black hole and to plan his revenge on the Time Lords.
His first attempt to return to our universe took the combined efforts of the Doctor’s first three incarnations to prevent. Omega’s realm was believed to be destroyed in a matter/anti-matter explosion and the black hole was converted into a supernova. But still Omega survived, his world now held within a time bubble. However, Omega now understood that his physical body had been destroyed during the centuries of his exile in the anti-matter realm, and that he was now a creature of pure willpower without form, unable to return to the universe of matter.
By the time of his second attempt to return, Omega had found the means to enter our universe via the Arc of Infinity, but without a physical body, he could not remain here. He therefore created an artificial body using the 5th Doctor’s biodata. However, this was imperfect and quickly broke down, reverting to anti-matter and forcing the Doctor to send Omega back into his universe.
Omega was again thought to have died, but his artificial body reformed. This time his own mind and a mind-print of the 5th Doctor were vying for control within his body, sending him even more insane. Ultimately, Omega returned over the event horizon to his anti-matter universe and it is unknown whether his artificial body would have survived that journey. The stats below assume that Omega again has no physical body, but survives only as a creature of will inhabiting the armour and robes that were designed to protect him against radiation. If the GM prefers Omega to have retained his physical body, the duplicate of the 5th Doctor’s, then remove the following traits:
Environmental, Immunity and
Weakness.
Omega is a powerful presence and personality, but he is insane and unpredictable. Quite how long he’ll remain in his world beyond the event horizon is unknown. But it’s very likely that his instability will once again lead him to try to gain entry to our universe and attack Gallifrey, whether to rule it or destroy it.

Adversary (Major): Rassilon; the Time Lords.
Boffin (Major): Omega is able to build gadgets and equipment, though he rarely needs to in his universe.
Eccentric (Major): Eccentric is an under-statement. Omega is utterly insane, a megalomaniac suffering wild mood swings, unpredictable rage and bouts of depression and self-pity.
Environmental (Major): With no physical body, Omega can survive in any environment.
Immortal (Major): Omega survived for millennia within the black hole and is now practically immortal.
Immunity (Major): As a creature of pure will, Omega is immune to all physical attacks.
Obsession (Major): Return to the universe of matter.
Obsession (Major): Vengeance on the Time Lords, or dominion over them, or both, depending on his mood.
Special Trait – Psychosynthesis (Special): This is Omega’s ability to shape and mould his anti-matter universe, and to create creatures such as the Gell Guards. [See below for a full description of this trait.]
Technically Adept (Minor): Omega has a +2 bonus to use or repair gadgets and equipment.
Voice of Authority (Minor): Omega’s has +2 on Presence and Convince rolls.
Vortex (Special): Omega is able to pilot TARDISes.
Weakness (Major): Omega is unable to return to the universe of matter except for limited periods. As a creature of pure will, he is trapped within his realm of anti-matter, unable to leave it permanently unless he acquires a physical body.

EQUIPMENT:
Singularity: As well as being the source of Omega’s psychosynthetic powers, the singularity is also a gateway from the anti-matter universe back into our own. Anybody entering it will be transported to the point in our universe that they came from.
TARDIS: Omega was able to construct a TARDIS for himself in the anti-matter universe.
TECHNOLOGY LEVEL: 11 (Omega is from the dawn of the Time Lords at the end of Gallifrey’s Dark Time)

PSYCHOSYNTHESIS (SPECIAL GOOD TRAIT)Omega is able to use the power of the singularity in his realm to construct objects with anti-matter, even being able to create life of a sort, the Gell Guards. At first, Omega used this power to create a paradise for himself. But over the long centuries, he became bored and his domain gradually faded to a bleak, drab wilderness.
Unopposed, Omega can create, manipulate or destroy anti-matter as he pleases. Anyone else trying to do the same in Omega’s domain must succeed at a Presence + Resolve roll against a difficulty level determined according to what is being attempted. For guidance, a base difficulty of 20 should be used even for the most simple, superficial changes; the Doctors’ trick of creating a door in
The Three Doctors should be around 22; controlling a Gell Guard, around 25; creating one, around 30! Needless to say, even the simplest tasks are going to be a stretch for most individuals. In exceptional cases, such as for gestalt minds or different incarnations of the same Time Lord (who essentially have the same mind), the GM can rule that it’s the total of the group mind’s Presences and Resolves against the difficulty rating. Particularly generous GMs might wish to award bonuses for appropriate traits such as Psychic or Telekinesis.
If opposed by Omega, characters must
first make the above roll, and if they’re successful it’s then a contest of Presence + Resolve against Omega. Note: Omega additionally adds his Craft skill, which represents his years of experience. Again, group minds can add their Attributes together.
Use of psychosynthesis is restricted to within the anti-matter universe, though objects created within the anti-matter universe can be brought into our universe so long as they are properly converted to exist there, a trick which Omega has learned. For characters other than Omega, any changes they make will not be permanent – the door created by the Doctors faded after they left, for example. This is, after all, Omega’s domain!
OMEGA IN THE SECTOR OF FORGOTTEN SOULSIn the Big Finish audio play
Omega, the area of space now known as the Sector of Forgotten Souls was revealed to be the region in which Omega detonated the star and was trapped inside the black hole. While in this area, Omega gained additional powers that he had not previously demonstrated. The assumption is that these powers are not intrinsic to Omega himself, but are a property of this psychically charged region of space interacting with Omega’s insanity. Nevertheless, if Omega is present in our universe in the Sector of Forgotten Souls, he gains additional traits such as
Psychic, Hypnosis (Major) and even
Possess. In
Omega, these traits may not have been consciously controlled by Omega, but were triggered by his madness.
GELL GUARDS“Holy Moses! What’s that?!” – Corporal Palmer voices a sentiment shared, no doubt, by many viewersAlthough never stated on screen, “Gell Guard” is the unofficial name for one of the living blobs of protoplasm created by Omega. They act as his guards and servants. Although from the anti-matter universe, Omega was able to convert them to exist in both matter and anti-matter, and sent them to Earth in order to kidnap the Doctor.
Gell Guards are a fairly basic life-form, with limited intelligence and only a rough blobby outline. They communicate with each other in a series of low rumbling, gurgling sounds, but are otherwise unable to speak. They are single-minded in carrying out their instructions, but show minimal initiative outside their orders.
The stats below are for the man-sized Gell Guards. Larger and smaller agglomerations of anti-matter protoplasm can exist - indeed, Omega could make them any size he chooses. GMs should amend the stats accordingly. With greater concentration, Omega can create more refined creatures such as the one representing the Dark Side of his mind which fought the 3rd Doctor. In
Arc of Infinity, Omega had developed a new life-form, the Ergon, an odd looking creature with reptilian and avian features – according to the Doctor, it was one of Omega’s less successful attempts at psychosynthesis. The Ergon would have similar stats.

Alien
Alien Appearance (Major): Gell Guards are lumpy masses of bubbly red protoplasm with a single eye and a claw.
Alien Organs (Minor): The lack of any internal organs gives Gell Guards 2 points of damage reduction.
Alien Senses (Minor): Omega can program his Gell Guards to detect and hunt specific individuals or objects.
Brave (Minor): Gell Guards have no sense of fear or self-preservation.
Enslaved (Major): Gell Guards are subject to the will of Omega.
Immunity (Major): Physical weapons, even grenades and light rockets, cannot harm Gell Guards. Larger explosions can blow them apart, and energy weapons can damage them.
Natural Weapon (Major): Energy blast 7(3/7/10).
Slow (Minor): Gell Guards shuffle along at a Speed of 1 per Round.
Teleport (Special): Gell Guards are able to teleport between the matter and anti-matter universes, though they do not have the ability to teleport around within those universes. They are also able to similarly teleport any people and objects they touch, converting them to survive in the opposite universes in the process. The greater the number of Gell Guards (or volume of protoplasm), the larger the object they can teleport.

Using Omega in DWAiTS:There was a brief but helpful discussion in this thread on using Omega as the major villain in a campaign:

Edited: Having just listened to
The Three Doctors audiobook, I've removed Omega's special trait, "The Dark Side of Omega's Mind", which I had down as psychic combat. It's very clear from the audiobook (and hence the Target novelisation) that the creature representing Omega's Dark Side was actually a physical antimatter creation, similar to the Gellguards - I've added a brief comment to this effect under the Gellguard description.
