Has anyone had difficulty with the tl penalty rule (-2 penalty if using higher tl than character's tl, or -1 penalty for using lower tl tech than character's tl level).
On one hand I think it is realistic, but it stands to imbalance things if two PCs are from different tl. Basically, the person with the higher tl has an advantage, and doesn't have to pay points for it..
What have people done or think about this?

Ps - I have a gadgeteer character that a player is building , and he is concerned that his character won't shine with higher tl characters that are also gadgeteers

Part of the question, I think, should be the tech level that the game most often features. If you have a TL5 (21st century) and a TL8 (51st century) for example, the TL8 will have a much better chance of getting Dalek and Time Lord contraptions to work out for him - but could run in to a lot of trouble running a microwave oven. Assuming that things happen in 21st century earth more often than in super-advanced human or alien locations, that TL5 could be positioned as an advantage as well.
The other thing to account for is that this is a very story driven game. If a character does seem to be at a disadvantage for one reason or another, as a GM it's a good idea to make sure they have an easier time coming across story points, which can be used as a very powerful tool to keep the game moving - also, they can be a gadgeteer's lifeblood. He may not understand how to assemble a quantum phase inverter from delirium crystals, but those story points will equate to a whole lot of opportunities to stitch together a device that has a significant impact on the course of the game.
