Ok... another thread just sparked a new campaign frame in my mind.
When Russell Davies wrote the new series bible, he mentioned the fate of several classic monsters. One of them he mention was that the Eternals fled the carnage of the Time War, never to return.
But this seems strange, considering their reliance on 'ephemerals' like in the episode Enlightenment.
So, supposing they did flee... it would seem logical that at some point they would at least want to 'test the waters' as it were, and see exactly what happened to the universe they left behind.
So, they send one of their number back... and he gathers a team of ephemerals to him, in order to give him strength and direction in this new Post-Time War universe. One one of the Eternal ships, they set out to explore the new universe, looking in on the races that had been involved in the Time War, poking about in the ashes for clues as to what happened to the Time Lords and Daleks, and basically see if it is safe/palatable for the Eternals to return.
I can just see one of the sailing ships used in Enlightenment being used in place of a TARDIS.
I'm starting to warm to this idea...
