Working back through the new who episodes and just got to the tardisode of canary warf and it got me wondering. Given that Torchwood apparently went mad with power (if its alien its ours), lock up people for finding out things about them with no trial and going by the jacket have them commited, alienate powerful allies, experiment with tech they barely understand, alienate their own law enfrocement, alienate Unit, potentially alienate friendly/neutral aliens by just shooting them down and robbing them do you think the government ever regretted creating them or not reiginging them in and making stop oh endangering the world?

Probably. Politicians and bureaucrats don't like handing away power. Plus there would have been conflicts with the military (e.g. ICMG), intelligence services and later organisations like UNIT.

On the other hand, it's also possible that the British government felt that Torchwood was the only organization devoted to dealing with aliens that was entirely THEIRS. UNIT is an international organization; we just usually see the UK branch. It was Torchwood that blasted the Sycorax out of the sky, not UNIT. One wonders if any other country on Earth could muster that much firepower.

The flip side is no other countries organization almost wiped out the world (to my knowledge) on multiple occasions.

But is such an overt action a good idea? Probably not. But I was answering the question "Do you think the government ever regretted Torchwood?" not "Is Torchwood a good idea?" And I have to think that the British government took some satisfaction in having a power that other nations like the US didn't. Also, remember, Harriet Jones as Prime Minister said she wasn't supposed to know about Torchwood. This suggests that Torchwood wasn't just some highly classified part of the government; it was a shadow organization. One has to wonder who in the government even knew about Torchwood. The military knew, and once they knew that Jones knew they took their orders for Torchwood from her. But generally, Torchwood seems to have been completely independent of Parliament.
