The Achivist character on p.18 of The Black Archive has Time Traveller (Major x2) for TL 6 and 7. If I give them the Cutting Edge trait (p.59 from Defending The Earth) does that reduce Time Traveller to (Major x1) TL7 or does Time Traveller reduce to (Minor: TL6 and Major: TL7)?
And if a Gallifreyan character (with Technically Adept built in) -Time Traveller's Companion p.28- becomes an Arcalian chapter Time Lord (also has Technically Adept) -Time Traveller's Companion p.31- is the point cost for the Arcallian package reduced by 1 CP?

No, Time Traveller costs are unaffected by Cutting Edge Technology. No, the package cost is what it is - the Gallifreyan just gets less benefit from it.

I only had time to post a very brief reply earlier. So, to expand: Cutting Edge Technology doesn't change a character's home Technology Level, and as the Time Traveller trait is calculated in relation to home Tech Level, there is no change to its cost. As for the Arcalian package, it is what it is. But the main writer of The Time Traveller's Companion confirmed on this forum several years ago that there is an error in this package as published - the Obsession should be Major, not Minor. This means that the cost of the Arcalian package is then equal to the sum of its good and bad traits, the same as for the other Time Lord Chapter packages. So, although a Gallifeyan character would lose out if they brought the Arcalian package (because of the duplication of Technically Adept), they could instead buy each of the traits that come with the package, omit Technically Adept, and get the same result for 1 point less.
