Sounds a tad familiar doesn't it? The Door to Infinity is an RPG setting from AntiPaladin Games for their Mini-Six game system, though the company, system and setting appear to be moribund.
It's an interesting variant on Who with the PCs coming into possession of a time machine[1] (complete with seemingly infinite interior[2]) that interfaces to the outside world via a door and that they cannot entirely control.
It could easily be used as a variant game setting deleting much of the Whovian Mythos (perhaps a good idea for players who are fans of the series) and providing a clean-ish slate for a GM who wants to ditch much of the baggage of canon.
