I'm not sold on it yet but considering what other outfits the Doctor's worn before, is it really that out of place? I'm also expecting a "I like braces, braces are cool" joke (or suspenders for you Americans out there).

I'm seeing a broad homage to the 4th in the stripes(scarf), the teal trousers are unmistakeably the 10th and those braces/suspenders and boots are the 11th; and the grey overcoat looks more than a little Romana, circa 'Destiny of the Daleks'. The overall effect is modern bohemian with edgy and eccentric touches. In effect, The Doctor.
Then there's the likely possibility that she won't be wearing the same outfit for each adventure.
And if I'm not mistaken, that's a classic Pertwee/Baker TARDIS scheme. I wonder if they'll bring back the classic desktop theme or a derivative of it.

It takes a moment to take it all in, but I like it. It's just what an optimistic intergalactic rambler should be wearing as she sets out on new adventures in time and space. What's most startling about it is just how much it stands in contrast to all of the other costumes we've seen during the New Who era. This is the start of something new (or old).

I really like the coat but generally don't like it at all. If the trousers were a proper length and they got rid of the braces I wouldn't mind it so much, but the top is just awful. It looks like they've paid too much attention to adding references to other costumes.
Although a friend of mine reminded me that what really isn't working for me is that it doesn't look 'professional'. Even at his most eccentric the Doctor always had an air of formality to his costume that I think this one lacks. Just replacing the top with some sort of shirt would do that.
