I'm statting the Metacrisis Doctor-Donna and there's the question of her remarkable intellect.
Based on the facts she was brilliant and surpassed the Doctor in her intellect, as well as this deleted scene:
I'm tempted to just add her Ingenuity of 2 to The Tenth Doctor's 9 for an Ingenuity 11. I know it's a little arbitrary but under the lack of a definitive stat I think it works. Thoughts?

It's not that she was smarter than the Doctor. She has his intellect combined with her human intuition. Personally, I've never seen the Doctor lacking in intuition, but whatever.
If you want to accurately reflect the Doctor-Donna, just take the best of each stat, skill, and mental trait from each of the Doctor and Donna. The Doctor has Awareness 4; Donna has Awareness 2. Thus, the Doctor-Donna has Awareness 4. Actually, Donna has no attributes or skills that are better than the Doctor's so all those would just be what the Doctor has. But Donna has Empathic and Indomitable, which the Doctor-Donna would get. The DD would also get Donna's 15 Story Point maximum.

Isn't there are rule about getting a +2 if someone is helping you with a task? Maybe she just gets a +2 to all rolls cuz she's got two brains working on the problem?

An alternate idea: Just use the 10th Doctor's character sheet but add all of Donna's Story Points to the Doctor's pool. With that many points and the Doctor's skills she probably could accomplish everything you see her accomplish.

It could just be a matter of new perspective on something and her being a bit more disciplined in her thinking than the Doctors scattered focus. Amusingly even with a growth factor increase of 59 your still looking at 17 years rather than 1,000 so if it takes thousands of years Shatterfying the shell will still take decades for it to grow. Could make for an interesting alternate reality where she doesn't burn out. A human/timelord hybrid with a human lifespan but a time lords mind.
As for the question I agree with the take the best stats (which would be the doctors) since she does say an equal partner.

Just out of interest, a character with Tech Level 10, all of the Doctors skills and Ingenuity 11 with 23 Story Points would be able to do anything. Maybe the overpowered entity she became is why 'there can never be a Human-Timelord metacrisis'. She could change the face of history and in the cosmic scale of things (which the Doctor has a broad sense of ) that was never meant to be. It explains the Doctor's statement. She's just too powerful.
