It's evident that you can have a remote summon for the Tardis. The Doctor jury-rigged one together in the Fathers Day episode. I'm presuming that it just wasn't built into the key for the old Type 40. The Time Lords obviously had the tech to summon a Tardis - just at the time of the Type 40, it wasn't man portable
A few generations later, and your Time Lord should be able to summon his or her Tardis to wherever they are...

Depends on how the GM wants to handle it.
One of the main reasons that there are so many Transporter malfuncitons and radiation types that interfere with the teleport system in Star Trek - is because they need a way to keep the protagonists from escaping easily from any situation.
If the GM allows players to summon their TARDIS, then they will need ways to stop it working when it would destroy the plot.
