On watching "The Arc of Infinity" I rummaged a bit about the internet to find out whether there is any consistency in the depiction of Time Lord chapter houses - especially with regard to their ceremonial costumes.
It does not seem the case, although I am not certain about the canonical validity of some of the sources I found.
For example: The Fourth Doctor once appeared in somewhat yellowish brown robes as member of the Prydonian chapter. But I found one lonely picture with the Master (in the guise of Roger Delgado) in dark purple robes, but the Master belongs to the Prydonian chapter as well, if the Tardis Wiki is to be believed.
In the "Arc of Infinity", Chancellor Thalia appears in robes similar to the Fourth Doctor's. To what chapter is she supposed to belong?
In Nu Who, all continuity seems to be lost. According to the description in the Time Traveller's Companion, Rassilon's (Timothy Dalton's) robes at least hint at Prydon, which they should, but that doesn't fit with the Fourth's ceremonial outfit.
Can anybody contribute to some coherence in Time Lord depiction? I don't suppose that the series authors bother very much with this ...
One problem I have with all the descriptions is the colour "heliotrope", very much a mystery for the foreigner. The dictionaries hint at heliotrope being either somewhat "purple lavender" (is that possible? Dark red and blue ...) or purple red.

I imagine that Marnal will have much more info on this. But the TARDIS Wiki provides the following: Arcalians: green and brown robes [The Deadly Assassin] Patrexes: heliotrope [The Deadly Assassin] Prydonians: scarlet and orange [The Deadly Assassin] (hence the Doctor wearing orange in The Deadly Assassin and Rassilon wearing scarlet in The End of Time) Ceruleans: light blue [Lungbarrow] Dromeians: silver-grey [Lungbarrow] Scendeles: unspecified but subdued [The Ancestor Cell] Heliotrope is a pale purple colour (there's a flower of the same name which the colour is named after). Presumably Prydonians either have sub-divisions, some wearing orange and others wearing scarlet, or the different colours are worn according to the occasion. Similarly with the Arcalians' green and brown. Not sure where the picture of Delgado in Time Lord robes that you mention comes from. I can't think of an official picture that fits the description, so is it a fan picture?

Not sure where the picture of Delgado in Time Lord robes that you mention comes from. I can't think of an official picture that fits the description, so is it a fan picture? Good question. I accidentally came across it, but can't find it anymore. Probably it was a fan-made montage.

In the TV Movie, the robes that Eric Roberts' Master wore were red, consistent with him being Prydonian.
Not sure we're ever told which chapter Thalia belongs to, but yellow-orange would also indicate Prydonian.
I imagine most of the writers of the books and audios would be better versed in Who lore and be more consistent than many of the TV writers and costume designers - I'd guess that consistency during the classic era in particular was more by accident than design.
