The small city of Vallejo in California was plagued by a mysterious and abominable odour on Tuesday last, described as "powerful and dizzying", prompting the issue of a 'Shelter in place" order while the situation was investigated. The order was rescinded a few hours later and an oil leak in San Pablo Bay is being blamed, crude oil spiled by a tanker berthed in Rodeo.
Interesting possibilities there. 1. What if the order was actually to clear the streets to avoid people seeing/encountering something. 2. What if the odour was some form of alien biochemical weapon (Zygon perhap?). What effects might it have had. 3. Or was the whole thing an attempt to divert attention from something else happening?

Number 1 sounds like a great Torchwood plot to clear the streets while they deal with a strange alien menace.
