Ok... when thinking about a Dr. Who RPG, two ideas presented themselves to me.
1) Tides and Time - In the days leading up to the Last Great Time War, strange things are going on on Gallifrey. There are several TARDISes and Time Rings are stolen, and worse yet, the Black Zone is breached and the body of Rassillon himself has been stolen. Time Lord agents and their assistants are sent out to try and track down the stolen equipment... It soon becomes clear however that they are not dealing with an enemy, but an internal faction of the Time Lords that are preparing for the war they have come to realize as inevitable. At their head, and the shadowy power behind the whole conspiracy; The War Chief... one of the few Time Lords who understands War, and who anachronistically feels he should have lived at the time of Rassilon and served as his well... War Chief. The players must make their choice... do they serve the High Council and do their duty, or do they side with the War Chief in their preparations for war... To throw an added wrinkle in, the War Chief has an ultimate weapon: Rassilon himself, regenerated and becoming convinced of the threat that is looming...
2) From the Ashes - A Number of people who live in different times and places begin having dreams and premonitions. They don't know each other, but they begin seeing bits of each others lives. Slowly, events begin unfolding that bring them all together.... they pass through a shining doorway and find themselves simultaneously stepping into the ruined console room of a wrecked TARDIS... not that they know what it is. However, it becomes clear they are trapped there, and need to get the machine functioning again if they are going to get away. (My version has it trapped by automated weapons systems in the Silver Devestation... which is a galaxy sized graveyard of ships and weapons involved in the Time War.
Once they escape, the players find themselves in possession of one of the most powerful devices ever created... and without the training to use it safely. However, the TARDIS itself seems to be their guardian angel... just before he died, its previous operated imprinted himself onto the telepathic circuits of the TARDIS. It is not consciously sentient, but remains in a certain amount of control, as it careens about Time and Space in a seemingly uncontrolled manner.
