[Scenario Seed/Organisation] The Space Raiders

Mentioned in the "Dr Who’s Space Adventure Book" are the "Sky Ray Space Raiders", formed by the United Nations Space Authority and led by a Commander Clay, advised by a (rather long haired) Second Doctor. They're a commando/special forces/intelligence group rather akin to the Space Severity Service, though probably earlier in history.
They could appear in the early years of human expansion, perhaps after the Dalek invasion or even before it. They may be related to UNIT, a branch of it or a successor organisation.
The Sky Raiders have a ship (unimaginatively called the Space Raider)
It's 30 metres long, and about 6m wide in the rear hull. It has a crew of six, plus presumably accommodation for commandos/agents.
The rear engineering section at the rear seems to take up a large proportion of the hull, suggesting an early design.
The ship can operate underwater as well as in atmosphere and space. Interstellar/FTL systems aren't specifically mentioned but as the Sky Raiders seem to have operated on other planets this would be necessary.
The middle section houses weapons, accommodation and life support.

Raider's small arms.
The book includes a selection of small arms and other gear used by the Raiders.
Zeta Mk 3 Thermo gun.
A specialised hand blaster using "neutrinos" to induce heating. Very effective against organic tissue (say 4/8/12) but far less so against inorganic materials. Range 30m
Stun gun.
What it says. Another handgun that effects "humans, humanoids and sub-humans". Range 15m, effects last 15 minutes (or say 30-5xSTR perhaps)
Mk 1 laser lance.
A general purpose weapon, configured as a large handgun. Range of >1,500m and can cut through Dalek armour with it's "razor thin beam" (AP10 perhaps?). However it's noted as draining it's power cell rapidly.
Ioniser.
Another specialised weapon, this carbine sized gun seems to be some sort of EMP projector that can suppress Dalek communications.
Radar bomb.
A ship launched drone missile with a "proton bomb" warhead. Can be deployed in orbit and triggered from the ground for fire support.
There's mention of an "anti-personnel nuclear carbine" in testing.
Dalek detector.
A sentry system that can detect Daleks and relay the information to the Raiders.
- "Dr Who's Space Adventure Book" is one of the more obscure Who collectibles. It was a magazine published in 1967 by (of all people) by Wall's Ice Cream who'd signed a licensing agreement with the BBC and Terry Nation. It was somewhat like a "mini-annual" with games, some diagrams and backstory an a central story, "Daleks Invade Zaos".
