Fascinating. It's unusually to see a Fata Morgana illusion on such a scale. Unless it's the beginning of the events of Eyes of the Giant of course.... I wonder what's on the opposite side of the planet from Foshan?
ETA: The antipode for Foshan is a spot in South America, in Chile almost exactly on the border with Argentina and very close to Bolivia. I wonder what Sinister Doings are transpiring in the Los Flamencos National Reserve?

From the game's perspective (and the show's) it makes sense that people generally want to always accept the plausible explanation for any kind of astonishing event. Which is why, however unlikely it seems, the general public will always accept innocent explanations of fantastic events. The battle of canary wharf (Doomsday), the Auton invasion (Spearhead from Space) the Cyberman invasion (Invasion) will all be accepted as nothing more than mass hallucinations, terrorist attacks, hoaxes and so on. Simply because 'such things are not real and don't happen'. Add a bit of plausible science or factual 'evidence' and people will accept it. Always.
'Shop dummies don't just move around of their own accord and murder people', so they must be bizarre terrorists.
'Huge cities don't just appear in the sky'. It's a mirage.
Interesting stuff. Next time a player in your game says 'the public will never accept that as an explanation' show them this. You can't get bigger than a floating city.
