Hello all
I'm using the 10th Doctor (David Tennant) source book and the game master's guide doesn't list a lot of traits for gadgets. Heck, psychic isn't even a trait, though psychic paper appears later on as an example. Does it make sense to take traits from the character creation section? For example, making hypnotic goggles or something?

For example, making hypnotic goggles or something? Absolutely - I do that all the time. If you limit yourself to just the Gadget traits, you're closing off too many options for gadgets.

It's actually official:
GADGET TRAITS (p78 GM's Guide 11th Doc Version)
Your Gadget, as mentioned above, has Good Traits that affect your character’s rolls when they are used. These can be Traits you’ve seen already when it comes to creating characters (see pg.11) or aliens (see pg.127), or something new.
For example, a cool jetpack would award the user the Flight Trait (one usually restricted to aliens with wings or hover abilities) or they can be the Gadget-specific Traits listed below. These Gadget-specific Traits can be taken by Cyborg or Robot characters as normal Traits, as the Trait reflects part of the machinery that makes them.
Gadgets can also have Bad Traits. Usually these are restrictions on their use. For example, the Sonic Screwdriver is very handy at opening and closing things, scanning and all sorts of cool stuff, but it can’t open a deadlock and has the Restriction (deadlocks) Trait as a result.

I saw a reference in the Time Traveller's Guide to Gadgets that have Attributes. I was wondering how that works, as they don't seem to have Character Points of any sort.

Cybernetic or robotic characters, or TARDISes, can have gadget traits alongside attributes. Non-character/TARDIS gadgets don't have attributes.

The only thing I can think of is that Time War Creatures are included in the section on weapons of the Time War and are built using Character Points and Story Points. But Time War weapons aren't standard gadgets by any stretch of the imagination, the creatures even less so.

I was looking at Time War weapons in The Time Travellers' Guide and under the "Matrix Child" Apocalyptic Trait it referred to rolls made using the weapon's Attributes if it had any. I neglected to consider that was probably a reference to weapons that were Creatures, rather than Gadgets.
