How long is one Action Round generally considered to be? 10 seconds or so?

More or less. It's the amount of time it takes you to do one brief thing, give or take.

It would be helpful to have an exact number, if for no other reason then it allows you to figure out how many combat turns you have to get past the Daleks stop the 30 second countdown clock that will launch the Atomic Rocket.

Combat isn't about exact seconds. Just make up what feels right, 3 rounds if you think a round is about 10 seconds, 5 rounds if you think it's about 6 seconds.

Just do the countdown in rels, and nobody will be able to complain that they could have done such-and-such in that many seconds.
