'With the casting of the 12th Doctor, time is gradually running out for our favourite Time Lord, should the old regeneration limit come into play. The Doctor’s Wife and Nightmare in Silver writer Neil Gaiman has given his thoughts on the situation. In response on his Tumblr, Gaiman said: “Well, that was the rule when we had Time Lords running the show. (And they were the ones who gave the Master his extra regenerations.) There aren’t any Time Lords any more… MY OPINION (which is not Canon) is that the regeneration limit is a lot like the speed limit. You can break it, but things get a lot more dangerous if you do. The Time Lords were the traffic cops: they enforced the limit. With them gone, the Doctor can keep regenerating beyond 13, but with consequences.' Eh. It's crazy science-fiction; anything can happen with a little technobabble.
Everyone always forgets that he used up one of his regenerations turning his old hand into a copy of himself. And he's been cheating at other times too. No doubt the writers have forgotten.

They definitely haven't forgotten, not with everyone around reminding them of it all the time!
Fact is, they'll change the rules whenever and however they like when the times comes, just like when regeneration was invented in the first place. It will go on - where there's a will (and an audience/money to be made) there's a way.
