Top pic is the Anomaly Locker from Primeval; middle pic is the whirly thing from the TARDIS console and the bottom pic is from series 1 episode 2 Torchwood (thanks garethl)...very interesting eh? Update: According to (@3:15) it's called The Atom Accelerator. Note that The Doctor Who Adventure Games are officially canon continuity.

Nice find! Can't be a coincidence, can it? It's nearly identical if not exactly so. I was thinking perhaps the most obvious explanation is a production in-joke using the same prop or maybe the same prop builder is responsbile or it may be an homage. It's worth noting that the Primeval prop came first.

Do Doctor Who, Torchwood and Primeval use the same production design people perhaps?
Or is it a standard item that the separate production companies could have used ?

By the way, that 2nd pic is a detail of a screenshot taken directly from The Angels Take Manhattan and its the start of the scene in the TARDIS at the end where Doc & River are talking.
The people who made Primeval also made the BBC's Walking With Dinosaurs, so there is a connection. If it was in series 1 episode 2 of Torchwood, that makes it’s first appearance there, then in 2007 in Primeval, then to Doctor Who in 2011.
The BBC are renowned for fastidious appropriation and creation of any production materials. Everything on that TARDIS console would have been specifically designed and gone through production vetting so it is highly unlikely it was a stock prop and they used it.
It is intriguing.
From a game point of view it would be very interesting indeed if Primeval geek genius Connor Temple also possessed a certain fob watch...

Re-use of props has always been common for the BBC. I know, but the real question is why it's in Primeval. It's not a BBC production, and the device goes from Torchwood to Primeval and back to Who. I'm sure there's a reasonable explanation but it's an interesting mystery, considering that there are also licensing rights since the pictures of its use in Primeval are hard to miss and it's also part of the current TARDIS console.

That is interesting - maybe it would pay to check the episode credits to see if there have been any similarities in crew - props folk that may have either taken equipment with them, or just copied the pattern they'd used before.

The whirly thing has appeared again - this time in a non-whirly role in Red Dwarf X episode 4. I only noticed because of a closeup of the device it was attached to... an exploding codpiece.

Apparently, it was a mass produced sculpture by an artist named Chris Bathgate. And the prop guys in England went hog wild for it. I know this is late in coming, and I'm sorry to disappoint, but the Atom Accelerator (or "Groin Exploder") is not one of Chris Bathgate's sculptures. I sent him an e-mail asking for the name of that sculpture; since all of his sculptures have names, I thought if I could learn the actual name of the Atom Accelerator it would help in my searching to find one. Here is the relevant part of the reply I received from Chris Bathgate: "Thank you for writing. I am sorry to say that the object you are referring to is actually not one of mine. Strangely, this is not the first time this particular prop has been incorrectly attributed to me.
The last time it happened, I believe it was someone claiming it was mine on a Doctor Who forum (again incorrectly stating that my works are massed produced).
Thank you for your compliments on my work though. Each of my sculptures is in fact a one of a kind solid machined, art object. Currently, I only show my work in Museums and other fine art settings and do not make movie props. So if you ever are in a position to straighten out the facts on a forum somewhere, please feel free to do so.
Again, I appreciate the letter, even if a misunderstanding brought you to my work, I hope you can appreciate it for what it is, instead of what it is not."
So, I'm afraid we're all back to Square One with finding out what that little spiky ball really is, and who made it. (Whoever it was, it wasn't Chris Bathgate.)

At this point, I'm kind of suspecting the device was made by the prop company that supplies all the sci-fi gear for British TV. They might have been inspired by Chris Bathgate's work, and made that do-dad for some show (chronologically, which of these episodes came first?)
