Torchwood employees, at least those working for Torchwood One, had Psychic Training. Looking at the write-ups for Torchwood Three in Mister Harry's Heroes & Allies compilation I see they also have Psychic Training.
So for a Torchwood campaign would you give everyone Psychic Training for free?

I'd make a Torchwood Trait, like the Time Lord Trait but with Torchwoody things, like a +1 to Fighting, Marksmanship, Technology and Subterfuge, Psychic Training and one Area of Expertise in any skill along with an Obligation (Major, Torchwood). Package cost should be 3CP, a discounted price for buying the package.
That's just off the top of my head, of course, and once the UNIT book comes out, you should look into the section on creating a Base of Operations...

Package cost should be 3CP, a discounted price for buying the package. I'd also add the Authority trait from the Primeval RPG to replicate Torchwood being able to overrule the police, for example, even after the fall of Torchwood One. If you include that, I'd up the cost of the Torchwood trait to 4 (with Authority at Minor) or 5 (Authority at Major - for the likes of Yvonne Hartman).

IIRC, we had a Torchwood package in the initial pre-release draft of the 10th Doctor edition, but it seems to have vanished [perhaps with Torchwood Four]
