Was just wondering how much you'd make per year working for Torchwood? Must be a lot because of all the risks involved, but Torchwood Three didn't have a lot of budget.(See, I believe the first episode with the goldfish)

The Canary Wharf Torchwood probably had a slightly better pay grade than properly official equivalents like MI5: "Starting salaries for graduates at MI5 are approximately £25,000 plus benefits." Which is a bit better than a regular office job.
Jack's team... not so much. At a guess, they were probably pulling from an existing "black budget" left over from the previous organisation, hoping nobody in the government noticed it. Or relying on Jack's immortal time-travelling investment portfolio, or computer fraud, or robbery using Retcon...

Yeah, I also considered that Jack could use his immortality and future knowledge for some really profitable long-term investments. Computer fraud and retcon robbery are also good, or should I say bad ways to get money. Somehow I always thought Torchwood was still paid for by the Crown and earned some extra by selling alien technology. It's been a while, but didn't Owen have a rather nice apartment, overlooking some water? Must have been expensive and I can't believe Rhys would believe Gwen joined some sort of Special Forces without better pay.

It's been a while, but didn't Owen have a rather nice apartment, overlooking some water? Must have been expensive and I can't believe Rhys would believe Gwen joined some sort of Special Forces without better pay. Yeah, Owen's apartment was filmed in the rather expensive St David's Hotel on Cardiff Bay - quite a fashionable area at the moment. I think several of the cast and crew of Doctor Who and Torchwood lived in and around the Bay - not sure if they still do, given the recent studio move.

The old Torchwood presumably had "back channels" for acquiring lots of money, hiring mercenaries and the like without being noticed, and seemed to be run as a business. Selling discoveries made from alien tech (like Van Statten in Dalek) may well have been part of that.
The Torchwood team in Cardiff started with that, then when head office was wiped out by Cybermen and Daleks they probably carried on with existing funds... and would have run out eventually if Children Of Earth hadn't shut them down.
